The photo was taken at a public apartment/shopping mall complex. The fountain itself is in the center of it all, surrounded by a variety of stores and a large tower leading to parking and residential areas. I believe the statue of the man represents innovation, as it shows how even though we can trace back forms of art as far back as the Renaissance, we still continue to change the status quo, and the modern technology of the water-spouting fountain in relation to it reflects that.
